Brazos County commissioners are expected to pick a builder on Tuesday for a new home for the county's 911 dispatchers, a project that would turn an emptied-out building in Bryan into a round-the-clock emergency communications center.
The regular agenda for the Commissioners Court's Oct. 20 meeting asks members to approve contract CIP 26-557, naming SpawGlass Construction Corp. as construction manager at risk for the Brazos County Emergency Communications District Dispatch Center. The meeting starts at 10 a.m. at the Brazos County Medical Examiner's Office, 3037 East 29th St., and is streamed on the county's YouTube channel.
What would be built
According to the draft agreement in the meeting packet, the work is a finish-out of an existing building at 2504 Kent St. in Bryan. Its interior was demolished in 2025. Plans call for a dispatch floor, offices, training rooms, a boardroom and a real time crime center.
The building would serve as the area's public safety answering point, staffed 24 hours a day for the communications district and the law enforcement agencies that depend on its dispatchers. The agreement says the design must allow for backup power, cooling, communications and security systems that keep running without interruption, and should leave room to expand.
Plan North Architectural Co. is listed as the design professional.
How the contract works
Under a construction-manager-at-risk deal, the builder joins the project during design, prices it as plans develop and eventually offers a guaranteed maximum price, which the county must accept in writing before construction is locked in.
The draft sets SpawGlass's preconstruction fee at $10,000 and its construction manager fee at $299,000. It also sets a $600,000 contingency allowance. The packet does not list a total construction price; that figure would come later with the guaranteed maximum price.
