A vacant 12.43-acre tract at 2950 Rock Prairie Road West is now zoned for multi-family housing, after the City Council approved a pair of linked requests at Thursday's meeting.
The property sits west of the intersection of Rock Prairie Road West and Old Wellborn Road. The council first amended the comprehensive plan's future land use for the site from general commercial to urban residential, a designation for high-density multi-family and attached residential development. That vote passed 5-1.
The council then voted unanimously to rezone the tract from rural to multi-family, the change that actually allows the proposed development to move forward.
Undoing last year's plan
The new ordinance also repeals ordinance 2025-4574 in its entirety. Jeff Howell of the city's Planning and Development Services Department told the council the property had been conditionally approved for mixed-use zoning in 2025, a designation that would have required both residential and commercial uses on the site. That condition was never satisfied, so the property's zoning remained rural.
Thursday's action replaces that path entirely: the applicant is proposing a multi-family development, which rural zoning does not allow.
