College Station's City Council is set to vote Thursday, Oct. 22, on a $12.34 million construction contract to rebuild Jones Butler Road between FM 2818 and Holleman Drive South, a project that also puts a multi-lane roundabout where the road meets North Dowling Road.

The contract with Brazos Paving Inc. is on the consent agenda, where items are handled together in one motion unless a council member removes one for discussion or a separate vote. With the city's $1.25 million contingency, the total approval would come to about $13.59 million.

What would be built

According to the staff summary in the agenda packet, crews would build a concrete roadway with curb and gutter, underground storm sewer and sidewalks. The project also carries what staff call significant water transmission line work leading to and inside the Dowling Road Pump Station, lines the city describes as a critical part of its water system.

That water work is the reason for a second item on the same agenda. Staff are asking the council to add $913,181 to the design contract with Kimley-Horn and Associates so the firm can provide a specialized construction inspector.

The packet says that during construction there will be points when the city's ability to deliver water to residents across College Station could be seriously affected if something goes wrong during a narrow window of work. The inspector would be on site part time, about 20 hours a week on average, for roughly 24 months during the water portions of the job.

Bids and budget

The city received four competitive sealed proposals and staff selected Brazos Paving as the most qualified. On the bid summary in the packet, Brazos Paving's total was the lowest of the four; the other three firms came in between about $14.7 million and $15.7 million.

The project has a combined budget of $18.425 million in the city's street, water and wastewater capital funds. About $1.53 million had been spent or committed as of the packet, leaving roughly $16.9 million. The council is also asked to adopt a resolution allowing the city to repay itself from bond proceeds later, because the debt planned for the project has not yet been issued.

Timeline

The contractor's schedule attached to the contract shows work beginning Oct. 23, with the first phase of water line installation starting March 1, 2027, and an overall finish date of May 17, 2029.

The council meeting begins at 3 p.m. at City Hall, 1101 Texas Ave., with the open session reconvening no earlier than 6 p.m.
