CSISD board to weigh $25.39 million GMP for new Central Office

College Station ISD trustees are scheduled Tuesday to consider a $25,392,035 guaranteed maximum price for construction of a new Central Office and renovations to the existing administrative building, according to a Sept. 14 district board preview.

The College Station ISD Board of Trustees will meet for a workshop at 5 p.m. and a regular meeting at 7 p.m. Sept. 15 in the CSISD Boardroom at 1812 Welsh Ave. Both sessions will be livestreamed on the district’s YouTube channel, College Station ISD said.

What is on the table

In its “Before the Board” preview posted Sept. 14, College Station ISD said trustees will discuss and consider the proposed Guaranteed Maximum Price, or GMP, for the Central Office project. The figure of $25,392,035 is $7,965 below the project’s $25.4 million construction budget, the district said, and followed an Aug. 19 bid process.

If the board approves the GMP, College Station ISD said construction is scheduled for completion in December 2027. Renovations to the existing Central Office are expected to finish in July 2028, before students return for the 2028-29 school year.

How the project evolved

The 2023 bond package included Proposition A funding to purchase and renovate an existing building for a new Central Office, along with renovations to the current facility, according to College Station ISD. After evaluating multiple existing buildings, district-owned property, project feasibility and budget considerations, the district reconvened the 2023 bond steering committee and determined that new construction was the best path forward, the preview said.

Trustees approved Pogue Construction Co., LLC, as Construction Manager At Risk in January 2026. College Station ISD said the district, VLK and Pogue then worked through design iterations, budget reviews and subcontractor proposals to stay within the construction budget.

Other Sept. 15 items

The same preview notes that the board will also consider adopting the 2026-27 tax rate after a public hearing, with a proposed total rate of $0.9702 per $100 of taxable value ($0.6912 maintenance and operations and $0.2790 interest and sinking).

Trustees are also scheduled to hear informational presentations on Texas A&M’s sesquicentennial engagement opportunities and on potential regional impacts of a SpaceX Terafab facility planned about 20 miles from district boundaries in Grimes County, receive Fine Arts and Athletics program reports, and review College Station ISD’s 2026 FIRST financial rating of 98, rated Superior Achievement for a 21st year.

The Central Office GMP vote, if taken as previewed, would lock in the construction price ceiling for a bond-funded administrative campus project that College Station ISD says shifted from buying an existing building to building new after community and steering-committee review.
