Cowboys head coach Brian Schottenheimer noted that Howell had an edge in training camp, but recognized that Milton has made considerable progress. He stated that the competition is very close, with Howell slightly ahead at times. The decision on whether to keep two or three quarterbacks on the 53-man roster complicates matters, as retaining three may require cuts at other positions to maintain depth.
Howell's fully guaranteed contract of $2.5 million means that the Cowboys would incur that expense even if they choose to release him.
